Because of a bug you won't be able to repair a Dutch, Hebrew, Arabic or Russian SBS 2003 version with non-SP1 integrated media. Unfortunately you can't create a slipstreamed CD yourself, so you will have to contact your local MS office to obtain new media.
The Dutch, Hebrew, Arabic and Russian XP version had the same bug. When you boot with the XP CD to try to repair an XP installation, you do not get this Repair option. When XP is still able to boot the normal way and you put in the CD, you do get the option to repair/upgrade. This is a known issue with the Dutch, Hebrew, Arabic and Russian XP-version. This has been fixed in SP2. You will need to boot with an XP SP2 bootable CD to get the repair option. The Dutch MS knowledgebase has an article about it:
Because SBS 2003 is based on Windows 2003 server, which is more or less based on XP, it has the same bug in those languages. So the Windows 2003 version is also not repairable if you do not have SP1 integrated media. You can create your own Windows 2003 SP1 integrated media like you can with XP, but you can't create a slipstreamed SBS 2003 boot cd.
You should call your local Microsoft office and ask them to send you new SBS 2003 with SP1 integrated media and they should not charge you for it.
