How 'safe' or correct is it to hide all shares on the server by using the $?
Any shares that should not?
When a user uses the browsing on the server he sees many administrative shares 'reserved' for the system, any way to hide all this?

No, you should not mess with that. If security is set properly those users will be able to see shares but cannot do anything.

There's usually no common reason to hide "all shares"....hidden shares are usually utilized by IT support....various resource/support/installation directories that are used for supporting workstations and installing software...primary reason just to keep curious exploring eyes out and people from finding software installs and messing with it.
