Is there a way to warn individual users when both quota limiits are reached?

They will not be able save files to the drive with the quote set, Thats about the only warning they will get.

So you mean there is no way to, say, send an email when the warning limit is reached?
I noticed there is an event triggered each time the limit is reached, is there a way to trigger an email when the event is logged?

There is a way to warn users, when they are reaching their quota.
 
Use the File Server Resource Manager and edit a quota, you should see the details for emailing or generating a pop up for the user.

you could also use the health monitor with is an mmc snapin and configure it to send an email when the event is logged, but i dont know if you could send it to a variable ie %username% -

I had a look to Healt Monitor. There is no way to warn individual users. I'll have a look to FRS
