I currently have a SBS 2003 that uses the POP3 connector from my ISP.  But I am having issues when i send to certain organizations and I get the following message
tarpondscleanup.ca #5.7.1 smtp;554 5.7.1 PTRmissing
 
I checked with my ISP and they said I would have to create a RDNS entry for my mail server.  I did so or at least I think I did it correctly on my SBS.  Is the ISP correct in saying this or should the RDNS be done at the ISP level.

It's your ISP who needs to create the rDNS (aka PTR) record, not you, and have it resolve to your SBS's mail domain name. Demand to speak to someone at your ISP who knows what they are talking about.
 
You should remove the PTR record you have set up on your SBS, as it is of no use there.
