I'm setting up a clean new SBS2003 machine and found issues getting the GPO's, namely the Folder Redirection one I created to apply.  Checking the client's Event's log it appears the issues is an Event 1054
 
"The processing of Group Policy failed. Windows could not obtain the name of a domain controller. This could be caused by a name resolution failure. Verify your Domain Name System (DNS) is configured and working correctly."
 
I am currently setting up/testing this at home so have ensured DHCP is disabled on my router, the DHCP is activing and operating on the Server.   Checking the settings handed out to the clients, the DNS server the client is pointed to is the SBS machine.   The GPO's apply fine within the SBS box it self, just not from the clients.   Client logons take about 30 seconds, obviously as its trying to discover the DC.  
 
Is there something I am missing.?

I would try to update the network card drivers, many times that I have encountered this event that has been the case.

The Card is a Broadcom NetXtreme Gigabit as comes with Dell PE840. The machine is brand new.
I have tried to update the drivers but they appear to be the latest version! 

I have read of issues (seems mainly from the client machines though) with Broadcom NIC's stopping GPO's apply. One would think if TCP/IP is working why shouldn't everything?

The client machine I'm testing on uses an Intel NIC, I will try another client machine or NIC in the client machine first, if not will test another in the Server.

I installed a Realtek 100mb NIC I had about, disabled the Broadcom and set the Realtek with the server IP (ie 192.168.0.100).    Still no luck the same event is logged on the client machine and no GPO's applied.
Updated the drivers on the test client machines NIC, still nothing.
Installed the test Realtek NIC in the client and still no luck.   
 
Not sure what else to check, it much be some incorrect DNS settings but the box is clean and nothing has basically been configured but the basics through the wizards etc.

Please, post an ipconfig /all from the server and a workstation. Open a command prompt by opening Start -> Run from the Start Menu and type cmd. From the command prompt type ipconfig /all >ip.txt. Attach this file to your answer.

Update:
 
The previous test machine was a clean XPSP2 install.  I joined another machine (far from clean) to the domain and the GPO's apply.
So the issue appears to be with this machine/windows, but not the NIC (given I tried another NIC in this box, the exact same Realtek as is working in this other machine).
 
I also worry once I go to join all their other machines to the domain how many will have this same issue.

Have tried everything I can think of. Followed every bit of GPO/DNS advice I've been able to dig up without result. Deleteing the Computer Account and recreating with a new name did not help, not a different NIC. I think a format and reload of this box is the next step. Just as I said my concern is encountering this on other PC's during site deployment.

Thought i'd provide an update. Format & Reload fixed this, hopefully I wont be doing that on 20 other PC's this weekend

Also of interest the initial 'personalised settings' setup that runs at each users logon took forever (ie 30min) until I disabled Trend AV.

I have had GPO processing problems with XP2 machines installed via a disk or install share created using OEM XPsp1 slipstreamed with sp2 service pack. Doing install with same media, running independent sp2 install (and sp3: yes it was fine in case you ask) did not have the problem. This was repeatable. May not apply in your case, but is worth noting just in case! Good luck with the other 20.

I'm having the same problem except my nic failed and I had to replace it. my client pc's can logon and the authention process is pretty fast, but it takes about 15min for the desktop to fully load. Once its loaded I can't see my server, but I can browse the internet and see my sharepoint site. Let me know if you figured this out.
