One of my offices was a late starter with SBS 2000 and bought i just before SBS2003 came out. Because we bought it within about 9 months of the release of SBS2003 we were able to get the upgrade to the new version at delivery cost.
 
Does anyone know if this will be the same with Cougar?
 
Just that I need to rebuild my server as it has far too many issues to resolve otherwise. As it is a live production server and I can't afford the downtime, I am having to buy a new server (x64 in anticipation of SBS2008). It's really a question of whether I buy another copy of SBS2003 preloaded or get the server with no OS. If the fre upgrade path isn't available then I'll go without an OS and use my current SBS2003 licence on the new server (and wipe the current server after data transfer).
 
Also, if I were to buy a new licence for SBS2003, will my client licences work on it?

You will probably be able to upgrade if you buy SBS 2003 with SA:
 
but to be honest...I have no idea about licensing. I always ask my vendor.
