I will not use the Active Directory of Small Business Server, my client will be XP Home/Vista Home, basically this will just be peer to peer, do I still need CAL for this?

If you do not use AD you will not have SBS. One of the 'base' limitations of SBS is that it is a DC.
Though it is possible to use workstations which are not domain members to access SBS it really is best if (at least) any local LAN clients are domain members.

Even if your clients are not domain members, you will still need a CAL for the each machine or user to connect to the server.
