Early in the morning the system seems to just stop (No errors or events in the event Log) When you shut down the system and restart it will sit for hours on end with out getting to a logon screen. I Reboot into safe mode and disable many of the services and restart it boots up I can logon and restart the services and everything operates fine for awhile until it locks up again. Any ideas or suggestions would be greatly appreciated.

90% of these "Applying Computer Settings" hangs issues occurs due to DNS issues. Once you bootup your System check DNS settings and make sure those are correct.

I had exactly the same problem and it took me months to fix.  What hardware have you got?
