if we have an SBS 2003 server with 20 cals, then install a new 2003 server for ts, do we need extra cals - or do the sbs cals cover this? I never remember the answer to this one.
 
my rule of thum for microsoft licencing usually is "if in doubt - the answer is the most expensive one"... I wonder if it rings true with this one...

You do not need extra CALS to access the new server as a fileserver (SBS CALs cover this). However, as per your rule of thumb, you need TS cals for access to the terminal server in application server mode.
