After following the instructions on how to upgrade from MSDE to SQL 2000, everything went as expected...except when it came time to turn on Full Text, it says that it's not available.  I was very deliberate in checking Full Text in the compenent section of the upgrade, so I don't know what went wrong.  Under Add/Remove Programs, MSDE Sharepoint has been replaced by SQL Sharepoint, so the upgrade looks like it worked...except the darn Full Text...

Can I safely run the upgrade again to see if I missed something, or is there a better way?

Go into exchange enterprise manager and find the SQL Sharepoint DB. Expand that and click the folder for "Support Services". Inside support services you should see a "full text search" icon. If you do not, then it wasn't installed correctly. Put your premium services CD back i and click to install SQL 2000. Click "add components to SQL 2000" and check the box for "full text search". Be sure to stop the SQL$Monitoring service before attempting to install the full text search component. Restart after the install and let us know how it goes.
