 About 4 months ago now I did a swing migration from an SBS2000 box to an SBS2003, and all seemed well.  We did a forklift of their mailboxes. But last week the users were trying to use Outlook 2003 to delegate permissions from their mailboxes.  This works if the user doing the delegating is a new one (created after the swing) but if it's an older user account (95% of them!) then they see this error :

The Delegates page is not available.  Unable to access Outlook Folder

Other than that, everything's working fine.  Googling around I've found a few possible fixes - mainly involving pulling the users' mail down into a PST file, removing and recreating their mailbox in exchange, and then pushing the mail back up from Outlook.  This seems pretty clunky at best, and I'm wondering if anyone's got a better solution? other solutions included poking at the registry, which I'd like to avoid if possible, as they didn't seem to be directly addressiing this problem.

Same problem here, only I performed a 2003 to 2003 swing to replace a box. 
I found this article (http://support.microsoft.com/kb/199964) and although it does not apply to Outlook 2003 or Exchange 2003, Method 2, step 1 fixed the problem.  Once I made the change, logged off the user and logged back on, the error was gone and I was able to set the delegate permissions.
