I was wondering if it was possible to setup a whole new SBS server, and add user accounts (that would be identical in name from the existing server), and then be able to move the exchange data from the existing server onto the new server and be able to attach the old emails to the new user accounts? Did that make sense?

If you want to transfer emails to the new domain, you can use exmerge to export the email to individual PST files. Then import them back into your new user accounts.

Yes, you could do that, but I would seriously look into the Swing It from Jeff Middleton as that will save you a lot of headaches, and will definitely prevent user complaints.
