An employee using one of the workstations was recently terminated.  We would like to keep all the settings on the workstation for another user that will be using the computer.  Is there an easy way to transfer all these settings over to a new user?

The old user was part of the domain and everything works perfectly on the computer.  We would just like to keep it the way it is, but just log in as a different user and delete the old user account.

I would not do that, because of privacy reasons. Create a new profile and use GPO's if you need to make settings global for your company.
