Is there any way to tie down a workstation so that all that happens is that the PC automatically logs on to a terminal
session and no other options are given.

Ive seen this done at my local library... as soon as you reboot the system it just connects back into a terminal session.

As to what they use or how they do it.. not really sure, i just know its possible.
