Subject: Outlook hyperlink is "blocked::" on one workstation

I have a workstation that has a problem with one hyperlink in a message that was forwarded to the user. If she tries to click on the hyperlink (the hyperlink text is "Register here"), which connects her to a registration page for a seminar, it comes up with "blocked::" before the URL and won't connect in IE (7.0). I can remove the "blocked::" from the URL in IE and the website works without a problem. If I send her the actual URL in another email, she can also get to the site without any problem.
 
I forwarded the message to another computer and had no problem accessing the website by clicking on the "Register here" hyperlink. 
 
I' found Microsoft KB Article #329925, but all the settings on the workstation are the same as in the KB Article.
 
The user says that "this may have happened before", but can't recall the message or what happened in that case.
 
Any thoughts?
