This is a strange problem that just began recently 1-2 weeks ago, and had gotten steadily worse...

It seems that several emails are losing their attachments when sent internally. The attachments do not have extensions that would otherwise be blocked by Outlook. In fact there is no indication that there was ever an attachment. The message header says "X-MS-HAS Attach: yes" but the attachment is not available and there is no paperclip icon in Outlook. We have determined that this is a sender problem not a receiver problem. We determined this by having a known problem user send to multiple addresses. All the attachments did not appear. Then we had a known unaffected user send the same message and all attachments were received. Here is what we have determined...

What works...all cases had an attachment successfully received. Sending to external email addresses always works regardless of format or editor. Sending with OWA always works.
Sending an HTML formatted message using Outlook as the Editor. Sending a plaintext formatted message using Outlook as the Editor. Sending a plaintext formatted message using Word 2003 as the Editor.

What doesn't work...all cases did not have an attachment. Replying or forwarding using HTML format with Word 2003 as the Editor. Sporadic new messages using HTML format with Word 2003 as the Editor. We have not had a case were an attachment failed using Outlook as the Editor.

We thought that it was a Word 2003 macro virus, but even after "disabling" macros in Word, the attachment still failed. We cannot force everyone to use Outlook as the default editor, because several key features of Word are used when composing messages. Also, I'm not convinced it is word because all new compositions will send correctly when using Word 2003 as the editor.

We tried disabling Antivirus software on the server, this was not the problem. A full system scan shows no infected files. Our exchange server is not getting close to the 16GB limit, and sending the same size attachment as a new message works, but a reply or forward doesn't... How can I find out at what stage the attachment is actually dropped? Exchange monitor? Outlook log? I need to know if this is an Outlook or Exchange issue.

Has this happened to anyone out there? How was it fixed?
