Have tracked down an issue where some incoming messages were lost on Exchange SBS 2003 SP2, the common point is that sender name (not email address) have special characters on it like ñ (common in spain) or ü (common in Germany), messages are retrieved with pop3 connector and passed to Exchange Server as
eventlog confirms. Looking at exchange tracking log  these two lines are logged per failed mail

(the correct name is Gastañaga). I cannot find missing messages anywhere, not on Badmail, Queue, Pickup, Admin, SMTP, System manager...no NDR are sent also...I know it have to do with those special characters, as tested and confirmed. How to solve this ? (the main problem is not where are they going... is getting them correctly)

Regards

Those characters are not supported in email addresses. A 'o' with an 'umlaut' on it should be changed to 'oe'.
