Finished installing ISA 2004 from SBS 2003 Premium SP1 disk 3, on a 2 NIC server configured as per directions from this site. All went smoothly, no errors. I can not get anything browser specific outbound. But everything esleworks, Exchange, RWW, OWA, I can remote desktop to server but not the one workstation I installed the ISA client to. I have even created  a rule that would allow all outbound traffic for all users. No Luck. What have I missed?????

Could you get on the internet from the server before installing ISA? Undo the rule you created. You will first need to get the internet from the server working, before you can start on the workstations. The SBS installer of ISA will have run CEICW. After the install and the reboot, can you then get on the internet? If not, do the Proxy settings in IE, tab Connection, LAN settings, point to the servername or server IP and port 8080? What exact error do you get if you still can't get to the internet from the server?

Yes, it has been wprking fine since July. Under LAN settings I have "Use Proxy server for your LAN checked, FD-0 as the server and port 8080, By pass server for local address s checked. When you say IP of server did you mean the 192.168.40.2 Internal or 192.168.1.10 extrenal? The error is "HTTP Error 403 - Forbidden
Internet Explorer "  I can ping google if that tells you anything. And if it matters with making the changes or not, I am working on it remotley. And I have remote management for my router turned on and it uses port 8080.
 
I just realized I can't access my Security Dashboard for Tend Micro SMB suite either????

Please, post an ipconfig /all from the server and a workstation. Open a command prompt by opening Start -> Run from the Start Menu and type cmd. From the command prompt type ipconfig /all >ip.txt. Attach this file to your answer.
I don't know why you have remote management for the router turned on (as you can get to the router from the server anyway), but can you at least change it to another port like 8082 for example?

I do not know why but, in my Application event log I have the following errors:

And if I uncheck the Use Web Proxy Server under Networks - Internal, all computers can get on the Internet. So at least I know I have Internet connection. I also get back my Security Dashboard for Trend Micro. And I can download any SP if someone recommends that.
 
I have attached two ipconfig files. ip.txt = the server wsip.txt = a workstation
 
And I have changed the port on the router to :2020
 
FYI this is the version info:

Sorry for the late reply. Had a few other things to do
Ipconfigs look good (although you can delete the WINS on the external nic). The proxy errors are more serious. Can you issue the following command on the server and list the results here please:
netstat -aon|find ":8080"
Can you also list all the websites in IIS including hostheader, IP's and port numbers? Is ISA SP2 installed? Is the ISA Firewall client installed on the workstations?
