I have been reading quite a bit about ISA Server slowing things down horribly.  We have exactly this problem on our network. 
 
We have two sites, each with their own SBS2003 Premium install.  One site has a 2mb BT Broadband line with a 2Wire router.  The other site has 2mb Demon Internet Broadband with a Speedtouch 585 router. 
 
Both of our sites are working fine in terms of connectivity etc....apart from one thing - ISA Server 2004 is slowing Internet access down to a crawl.  I get upload speeds of approx .7mbit/sec and download speeds of around .2-.3mbit/sec when accessing the Internet through the ISA server.  When I plug directly into the routers I end up getting near 2mbit/sec downstream and approx .5-.7mbit/sec upstream.
 
This alone is making me consider joining up (finally) as a paid up member of this site.  Are there any tutorials etc which will talk me through the process of building my ISA Server 2004 configuration from scratch again?  The whole thing is a mess!
 
Also, does anyone have any tips for sorting these horrid speed issues out?

Actually there is a litle slowdown, that's normal. The traffic needs to flow through the proxy/firewall, but were not talking about a big slowdown here...

Isa depends also on you ram and cpu... Can you delete you own made rules? Re-run the ICW? Also check that the dns is working correctly.

NIC drivers are known to cause the problem. The DNS suggest that Nick made is also a good one.
 
I'm with Mariette, ISA is very easy on the server. You shouldn't notice a slowdown in fact you should notice an increase in performance if anything once you configure the cache feature.

You need to look at setting PMTU or PMTU Blackhole. This usually solved many performace issues with ISA2004
See the following MS KB article: http://support.microsoft.com/kb/900926/en-us
Also Make sure your at least on SP2 for ISA2004.
Also Make sure that your internal NIC has only IP address, internal DNS IP and SM defined. External NIC should only have IP address, SM and GW defined. Do not define DNS on external nic. Setup internal DNS to Forward requests to an external DNS server.
