Hi all,
Just a update to let you know the problem has been sorted. Found a chappie locally who new ISA quite well and he came up with the following fix which he found on isaserver.org.

Gist of it is:
Create a file called "localLAT.txt" and place it in the following directory on the machine with the modem:
c:\documents and settings\all users\applications data\microsoft\firewall client 2004
In the file you state the IP range that you want ISA to ignore as follows:
"Ip range start" tab "IP range end"
And thats that.
Mick a quick update, before we implemented this we tried your way again and it behaved so unsure what was going on there but went with this as it is one less thing the user needs to worry about.

Forgot to add that you need to restart the ISA client service on the local machine as well.

always good to get feedback, and I wasn't aware of the localLAT.txt file and its use. I also see it as a probable cure for the OP's question. All up, a good find.
