Installing a 3rd party web app for a client.  It pulls data from my client's  database located on his SBS.  He has another server on the edge of the network that is running ISA 2004.  I have published a rule allowing the IP and port of the service that will be accessing the database, but have been unable to establish the remote connection.  Spent an hour on the phone with their tech lead with no solutions offered.  We keep getting the "0xc0040014 FWX_E_FWE_SPOOFING_PACKET_DROPPED" error logged in ISA.  Does anyone have a clue as to what the source of this error could be?  We have been through the configuration of the rule multiple times and everything seems to be in order.

Any and all help is greatly appreciated.
