I have noticed that ISA only allows SSL connections through it's Web Proxy HTTP Filter on port 443.  I have also noticed that you can use 3'rd party tools that can change this range.  Is there a way to change this range through the 'ISA Server Management'?

not through isa management no.

but there are some good tools on www.isaserver.org :)
