If you haven't upgraded to SBS 2003 SP1 yet, you really should do so now. Do NOT install SP2 for Windows 2003 if you haven't installed the full SBS 2003 SP1.
 
For a while it was a problem getting the SBS 2003 SP1 upgrade cd's, but that has been solved now. But, you will have to do this before January 1st 2008. If you haven't ordered on December 31st 2007, you will be out of luck and there is absolutely NO way to obtain the official SBS-sized ISA 2004 cd.
 
For customers with SBS 2003 Premium they can order the cd with ISA 2004. All other service packs are available for download, but ISA 2004 has to be ordered. You can order on line here:
Microsoft Small Business Server 2003: https://www.microsoft.upgrade.com/sbs/
You will have to submit the Product Key and have your credit card ready for the shipping costs.
